Public release of data should be at the earliest possible time depending on the nature of the research data as specified in Rule II of this document but no more than two years after the data set is generated. This period shall begin at the time of project inception.

The Public Release Plan and Schedule must be indicated in the project proposal.

Release, accessibility and retention of data in the public domain shall be jointly agreed upon by UP Diliman and the government funding agency.

DRAFT NOTES

  1. The phrase “specifications in Rule II” in the first paragraph of the Effectivity Clause is to be determined by the Department Representatives assigned to the Committee. Proposed provisions are expected by 31 October 2015. (Rule II encompasses the Scope of Application and, specifically, Special Cases which will cover the peculiarities of concerned Departments.)
  2. The Second Paragraph of the Effectivity Clause is an additional directory provision by the Committee to support the provisions of the First Paragraph.
  3. The First and Third Paragraphs of the Effectivity Clause are provided for in the Open Data Policy and may not be removed from the Effectivity Clause
  4. For quick reference, the Open Data Policy states, verbatim, “Public release of data should be at the earliest possible time depending on the nature of the research data but no more than two years after the data are generated (see First Paragraph). Effectivity should in principle commence upon issuance of the memorandum by the Chancellor of UP Diliman, subject to provisions on implementation as stated in the IRR.
