The following rules and regulations are in keeping with Joint Memorandum Circular No. 2014-01 of OPS, DBM, and PCDSPO (Re: Open Data Philippines).
Section 21.0 of the said Memo Circular (under the Heading Constituent Units) classifies “All State Universities and Colleges (SUCs)” as part of “Participating Agencies” along with “All Departments, Agencies, […] Government-Owned and/or - Controlled Corporations (GOCCs)”.
Section 22.0 and 22.1 of the same mandates the Participating Agencies to “cooperate and actively support Open Data” by “Designating an Open Data Champion who should have the capacity and the competency to make pertinent executive decisions on behalf of the agency with regard to this initiative”
Section 22.1 provides the qualification of the Open Data Champion as thus:
# The [UP Diliman Technical Working Group on Open Data] is a body mandated to administer and implement the UP Diliman Open Data Policy, and to monitor and ensure compliance of the UP Diliman Campus with the Government’s standards for Open Data.
Shall entertain feedback and engagement from users of any of its datasets

There should be strict implementation of licensing rules. We don't want organizations to use open data and sell them as their own. The CC-BY license can be applied for raw data concerning disaster-related information.
