The purpose of these rules and regulations are to comply with Joint Memorandum Circulars No. 2014-01 (Re: Open Data Philippine) and 2015-01 (Re: Guidelines for the Implementation of the Open Government Data General Provision in the 2015 General Appropriations Act) of OPS, DBM, and PCDSPO .
Section 21.0 of the JMC 2014-01 (under the Heading Constituent Units) classifies “All State Universities and Colleges (SUCs)” as part of “Participating Agencies” along with “All Departments, Agencies, […] Government-Owned and/or - Controlled Corporations (GOCCs)”.
Section 22.0 and 22.1 of the same mandates the Participating Agencies to “cooperate and actively support Open Data” by “Designating an Open Data Champion who should have the capacity and the competency to make pertinent executive decisions on behalf of the agency with regard to this initiative”
Section 22.1 provides the qualification of the Open Data Champion as thus:
JMC 2015-01 expands on the foregoing by reiterating the mandate of the Open Data Champion in Section 15.0 thereof wherein it is stated that “[E]ach agency's designated Open Data Champion or any personnel designated by the said Champion shall publish its datasets, through data.gov.ph, in addition to their respective agency websites.” [emphasis provided]
Section 15.1 of JMC 2015-01 clarifies that the Agency Open Data Champion is mandated to “be designated by the Head of Agency to be the primary liaison between the Agency and the Task Force. Adding to the recommended qualifications found in JMC 2014-01, Section 15.1 of JMC 2015-01 states that the Agency Open Data Champion “should have the capacity and the competency to make pertinent executive decisions on behalf of the agency with regard to this initiative.” [Points of Discussion: - (i) the Agency Open Data Champion is 'designated' and is thus without official compensation; (ii) by Agency is meant the University of the Philippines Diliman Campus, by Task Force is meant the Government Task Force on Open Data; (iii) narrow down the list of equivalent positions to those who can “make pertinent executive decisions on behalf of UP Diliman with regard to the Open Data Initiative”.]
Lastly, the files annexed to JMC 2015-01 serve as a guide to the following rules and regulations.

Content Form
The Open Data Champion shall act as the Open Data Team Lead. The Open Data Champion shall be [assigned / designated / selected] [by who] from a list of eligible Senior Officials [POINT OF DISCUSSION: What positions fit the category “Senior Official” (i.e., Undersecretary / Assistant Secretary / Chief Information Officer / Chief Data Officer in other Government Agencies)] of the University of the Philippines in Diliman and handling its data management, research, or statistics unit.

Each college, department, division, unit, and office of the University of the Philippines in Diliman which creates, collects, processes or produces datasets as part of their operations shall designate a point of contact that will act as the Data Custodian.
The Data Administrator shall be selected from a list of employees of the University's [MIT / IT | Point of Discussion: proper Department / Office in the University of the Philippines in Diliman] unit. He shall be assisted by data technical staff who will help clean and organize the datasets.
The Communications Staff shall be selected from a list of qualified representatives from the [Public Information / Press Relations / Media Relations Office | Point of Discussion: proper Department / Office in the University of the Philippines in Diliman] of the University of the Philippines in Diliman.
The Web Manager shall be the current [Web Manager | Point of Discussion: equivalent position in the University of the Philippines in Diliman] of the University Website or his/her designate from the [MIS / IT Unit | Point of Discussion: proper Department / Office in the University of the Philippines in Diliman
The Data Infographics Designer shall be selected from a list of qualified Graphics Designers within a period of one month for the application for the position.
Discussion
There should be strict implementation of licensing rules. We don't want organizations to use open data and sell them as their own. The CC-BY license can be applied for raw data concerning disaster-related information.
