====== NOTES: ====== The purpose of these rules and regulations are to comply with Joint Memorandum Circulars No. 2014-01 (Re: Open Data Philippine) and 2015-01 (Re: Guidelines for the Implementation of the Open Government Data General Provision in the 2015 General Appropriations Act) of OPS, DBM, and PCDSPO . Section 21.0 of the JMC 2014-01 (under the Heading Constituent Units) classifies "All State Universities and Colleges (SUCs)" as part of "Participating Agencies" along with "All Departments, Agencies, [...] Government-Owned and/or - Controlled Corporations (GOCCs)". Section 22.0 and 22.1 of the same mandates the Participating Agencies to "cooperate and actively support Open Data" by "Designating an Open Data Champion who should have the capacity and the competency to make pertinent executive decisions on behalf of the agency with regard to this initiative" Section 22.1 provides the qualification of the Open Data Champion as thus: * may or may not be the Head of Agency but should have a rank not lower than Assistant Director or equivalent. **[Point of Discussion - equivalent positions in terms of the UP Diliman Campus]** * Recommended to be the agency's Chief Information Officer or head of its data, statistics, and/or research unit **[Point of Discussion - equivalent positions in UP Diliman; note that this qualification is directory and not mandatory as it is only "recommended"]**. JMC 2015-01 expands on the foregoing by reiterating the mandate of the Open Data Champion in Section 15.0 thereof wherein it is stated that "[E]ach agency's designated Open Data Champion **or any personnel designated by the said Champion** shall publish its datasets, through data.gov.ph, in addition to their respective agency websites." [emphasis provided] Section 15.1 of JMC 2015-01 clarifies that the Agency Open Data Champion is mandated to "be **designated** by the Head of Agency to be the **primary liaison between the Agency and the Task Force**. Adding to the recommended qualifications found in JMC 2014-01, Section 15.1 of JMC 2015-01 states that the Agency Open Data Champion "should have the capacity and the competency to **make pertinent executive decisions on behalf of the agency** with regard to this initiative." **[Points of Discussion: - (i) the Agency Open Data Champion is '//designated//' and is thus without official compensation; (ii) by Agency is meant the University of the Philippines Diliman Campus, by Task Force is meant the Government Task Force on Open Data; (iii) narrow down the list of equivalent positions to those who can "make pertinent executive decisions on behalf of UP Diliman with regard to the Open Data Initiative".]** Lastly, the files annexed to JMC 2015-01 serve as a guide to the following rules and regulations. ---- ====== 8. Mandate ====== # The [UP Diliman Technical Working Group on Open Data] is a body mandated to administer and implement the UP Diliman Open Data Policy, and to monitor and ensure compliance of the UP Diliman Campus with the Government’s standards for Open Data across all colleges, departments, divisions, units, and offices of the University of the Philippines in Diliman. ====== 9. Functions ====== The Technical Working Group for Open Data of the University of the Philippines in Diliman shall accomplish the following tasks: - Coordinate with all colleges, departments, divisions, units, offices, and staff of the University of the Philippines in Diliman regarding data available; - Create and maintain a Data Inventory for the colleges, departments, divisions, units, and offices of the University of the Philippines in Diliman; - Identify high-priority datasets for publishing; - Monitor compliance of datasets with regard to the Open Data Policy; - Engage other government agencies, concerned citizens, and interested members of civil society and the private sector in its Open Data efforts The individual members of the Technical Working Group for Open Data of the University of the Philippines in Diliman shall accomplish the following tasks: * Open Data Team Lead / Open Data Champion - set the strategic direction of the initiative in the Department by identifying key datasets for realse to the public and decide on technical implementation, policy issues, and design. * Open Data Deputy Team Lead - assist the Team Lead in the day-to-day operations of the Technical Working Group for Open Data of the University of the Philippines in Diliman. He/she shall also serve as the alternate point-of-contact regarding Open Data concerns. * Data Custodians - act as the main liaison between the Open Data Team and the colleges, department, division, unit, or office that the Custodians represent. They shall also handle the implementation of the Open Data Initiative within their respective colleges, departments, divisions, units, and offices and shall be the resource persons regarding information about the datasets of that particular particular college, department, division, unit, or office. * Data Administrator - maintain the Data Inventory, whether publicly available or not. He/she shall coordinate with the Data Custodians to create the listing of all datasets. He/she shall also ensure that all colleges, departments, divisions, units, and offices of the University of the Philippines in Diliman comply with the Open Data Standards for datasets. * Communications Staff - handle external communication of the Open Data initiative within the University of the Philippines in Diliman and to external parties such as interested citizens, Civil Society Organizations, and/or private sector groups. He/she will promote the use and re-use of the Open Data and also handle feedback about Open Data Releases. * Web Manager - handle data release and uploading in the website of the University of the Philippines in Diliman. He/she will also coordinate with other government agencies with regard to data-sharing. * Data Infographics Designer - increase awareness and understanding of Open Data by converting the data into maps, charts, or graphs to enhance user experience. ====== 10. Administration and Regulation ====== The Technical Working Group for Open Data of the University of the Philippines in Diliman shall be headed by a **[Senior Official | POINT OF DISCUSSION: SPECIFIC RANK / POSITION, e.g., Vice-Chancellor**] who will serve as the Open Data Team Lead and Open Data Champion. Data Custodian ==== Each college, department, division, unit, and office of the University of the Philippines in Diliman which creates, collects, processes or produces datasets as part of their operations shall designate a point of contact that will act as the Data Custodian. ==== iii. Data Administrator ==== The Data Administrator shall be selected from a list of employees of the University's [MIT / IT | Point of Discussion: proper Department / Office in the University of the Philippines in Diliman] unit. He shall be assisted by data technical staff who will help clean and organize the datasets. ==== iv. Communications Staff ==== The Communications Staff shall be selected from a list of qualified representatives from the [Public Information / Press Relations / Media Relations Office | Point of Discussion: proper Department / Office in the University of the Philippines in Diliman] of the University of the Philippines in Diliman. ==== v. Web Manager ==== The Web Manager shall be the current [Web Manager | Point of Discussion: equivalent position in the University of the Philippines in Diliman] of the University Website or his/her designate from the [MIS / IT Unit | Point of Discussion: proper Department / Office in the University of the Philippines in Diliman ==== vi.
